Despite its small size, Rufus provides everything you need!

Rufus 3.18 included Rufus is a utility that allows you to format and create bootable USB drives, such as USB sticks/drives, USB flash drives, etc. This can be especially useful when: you need to create a USB installation media from bootable ISOs (Windows, Linux, UEFI, etc.) you need to work on a system that does not have an operating system installed you need to flash a BIOS or other firmware under DOS want to run a low-level utility.
